Council Gardens is a senior independent living community located on 7 1/2 landscaped acres in Cleveland Heights, Ohio. Currently 144 persons reside in our 122 apartments.

For more than 40 years we have provided quality affordable housing and supportive services to seniors who can live independently and desire an easier and more full life style than living in a single home or an apartment. Although we were founded by the Cleveland Section of the Council of Jewish Women, our resident population is culturally and racially diverse.


The United States Department of Housing and Urban Development (HUD) determines our market rents and provides subsidies for qualifying tenants. The rent payment for such tenants will be about 30 percent of their household’s monthly income.


HUD and the rentals paid by residents provide our core operating funds. In addition, as a respected and IRS-approved not-for-profit organization, Council Gardens receives gifts and grants in support of our Life Enrichment Fund which subsidizes supportive services.

These services include wellness clinics, exercise classes, congregate meals and gardening opportunities, plus educational, social and cultural events at Council Gardens, at other venues in Cleveland and even out-of-town.
